Right-click to use and gain the Desolate Wind Chime BUFF effect.
During the effect:
DMG cap +10%
Main Weapon DMG +15%
DMG to all Attribute targets +15%
On attack, always gain Wind Blade status: ACC +20% for 10s, triggers once every 30s.
On attack, 10% chance to gain Dark and Stormy status: Storm skill Penetration +15%, Storm skill CRIT rate & DMG +25%, DMG +10% for 10s, triggers once every 20s.
On skill use, self and nearby allies always gain Wind Scurry status: MOVE SPD +20% for 10s, triggers once every 20s.
When attacked, 20% chance to inflict Wind Chimes on target: ACC -20%, takes +10% Storm DMG for 10s.

BUFF duration: 1 hour.
Cooldown: 1 hour.
Effect cannot coexist with New Wind, Forest, Fire, Mountain or Guardian.
Only one Relic effect can exist at a time.
